Becoming a Certifying Practitioner

If you are a physician who is interested in becoming a certifying medical marijuana practitioner, be sure that your Pennsylvania license to practice medicine is active and not expired, suspended, or revoked.

In order to become a certifying practitioner, you will start by registering on the Pennsylvania Department of Health Practitioner Registry. After registering, you must complete at four-hour training course at TRAIN PA. Once you submit your training certification to the Department of Health, you will be a certifying MMJ practitioner. 

Practitioners must review the patient’s health records in-person to determine if they qualify for medical marijuana certification. The practitioner should also ensure their patient has a patient profile on the MMJ registry. If the patient is qualified for the program, the practitioner will issue a patient certification to the Department of Health Medical Marijuana Program registry stating that the patient:

1. Has one or more of the qualifying conditions and is under the practitioner’s care.

2. Is likely to receive palliative or therapeutic benefits from the use of medical marijuana.

3. Does not have a controlled substance history that would impact the patient’s use of medical marijuana. 

4. Although it is not necessary, practitioners can also recommend forms, dosage, and strains of medical marijuana in their certifications.

The practitioner will then electronically submit the patient certification to the Pennsylvania Department of Health as well as provide a copy of the certification to the patient or caregiver, and keep a copy in the patient’s medical record.
